[en] While a growing number of experiments are being conducted in schooling systems, little is known about economic implications of these interventions. Several methods currently exist in order to assess the economic perspective of any intervention, such as the cost-effectiveness procedure. The general goal of this paper is to provide an understanding of how to design and construct an economic and experimental evaluation of the MTSS (multi-tiered system of supports) approach that is valid for education policy. Based on a specific intervention conducted in five European countries between 2025 and 2027, we apply a cost-effectiveness analysis and propose a general methodological approach for a MTSS application at the kindergarten level. While most dimensions are quite similar to a typical education intervention, the application to a MTSS intervention requires specific adjustments. Moreover, we show that potential gains from an early intervention would be dramatic and will avoid potential future expenditures in order to reduce such inequalities at higher levels.
