[en] The third communication (Fallon & Thiry) will present an analysis of the evolution of a certain number of public policy instruments that have been developed in recent years and the effects they produce. Belgian policy frameworks do not offer a stabilised and shared reference framework, but rather a mosaic of frameworks in tension, which is difficult to understand for aid seekers as well as for analysts in the sector. The instruments will be chosen on the basis of the Delphi survey, and we propose to take as case studies: 1. the role of the police/justice services through the ‘Zero tolerance’ directive; 2. the ‘chain approach’ and case consultations which allow multidisciplinary approaches; 3. the ‘ITR’ instrument as a non-criminal treatment of perpetrators.
Starting from the analysis and discourse of the other parts of the IPV-PRO&POL research, a series of experts have been consulted online through a Delphi survey. This specific methodology allowed the authors to combine the different analyses of the other parts of the research consortium with the in-depth reactions and revisions by the experts.
