Abstract :
[en] StreamSCAPES brings together twelve academic and industry organisations to examine how decision-making in the Cultural and Creative Industries (CCIs) can contribute to the Sustainable Climate Transition (SCT), with a particular focus on Video-on-Demand (VOD) platforms. This deliverable presents the results of Task 2.1, a comparative cross-national and multi-level mapping and assessment of policy measures shaping the SCT of the audiovisual and VOD sectors. The analysis covers nine European countries (Austria, Belgium, Denmark, France, the Netherlands, North Macedonia, Poland, Romania and Sweden), complemented by Nordic regional cooperation as a tenth case study, and combines desk research with stakeholder interviews to assess not only which measures exist, but also their objectives, degree of institutionalisation, implementation and perceived effectiveness.
The findings reveal a policy landscape characterised by growing institutional capacity but limited legal formalisation: while a relatively developed infrastructure for sustainable audiovisual production has emerged across several countries, this institutional density has not translated into binding regulation, with existing approaches relying predominantly on voluntary measures, financial incentives and eco-conditionality. This imbalance is particularly visible across the audiovisual value chain, where sustainability measures remain more developed at the production stage than in digital distribution and delivery, leaving major VOD platforms, which operate largely outside national audiovisual sustainability frameworks, under-addressed despite their role in the sector's environmental footprint.
