Abstract :
[en] On 16 July 2025, the European Commission put forth its proposal for a comprehensive and forward-looking Multiannual Financial Framework 2028-2034, designed to establish a long-term investment budget that aligns with Europe's aspirations to become a prosperous, secure, and thriving society and economy over the next decade. One of the principal transformative components includes a significant increase in funding for migration management, which has been tripled compared to the previous funding period (2021-2027). This paper provides an in-depth legal analysis of the MMF provisions and the relevant acquis communautaire (e.g. the Treaties, HOME regulations, and horizontal enabling conditions), facilitating Europe's establishment and implementation of a fair and effective migration management system in the coming ten years. The primary focus is on the pathway set by the Pact for Migration and Asylum, providing fast and efficient procedures, an effective system of solidarity and responsibility, and the integration of migration into international partnerships. A special emphasis is put on the potential consequences of its implementation starting in mid-2026, specifically regarding migratory patterns and individual outcomes. The paper examines whether and to what extent the new design and additional resources will effectively manage and normalise migration in the long term, providing EU countries with the flexibility to address their specific challenges, while ensuring necessary safeguards to protect those in need. This research employs a legal-dogmatic approach to offer a fresh analysis of the evolving EU framework that is reforming the migration landscape.
