[fr] À l’heure où la supracommunalité pourrait constituer un nouveau mode d’exercice du pouvoir en Région wallonne, nous examinons les dispositifs d’association de communes en Belgique afin de mieux comprendre le processus de fragmentation du pouvoir politique au sein de notre État fédéral belge, tout en épinglant une série d’enjeux liés à cette fragmentation. Nous en profitons pour offrir une comparaison avec la France dans la mesure où l’organisation des pouvoirs subordonnés de cet État centralisé est en effet mobilisé comme modèle de réflexions des pouvoirs locaux, principalement en Région wallonne. [en] At a time when supra-municipality could constitute a new mode of exercising power in the Walloon Region, we examine the mechanisms for associating municipalities in Belgium in order to better understand the process of fragmentation of political power within our Belgian federal state, while highlighting a series of issues linked to this fragmentation. We take this opportunity to offer a comparison with France insofar as the organization of subordinate powers in this centralized state is in fact mobilized as a model for reflection by local authorities, mainly in the Walloon Region.
