Abstract :
[en] PhD’s objective was to assess the underpin current state of affairs (a status quo) of premises of transfer of dual use technologies appeared in Ukraine after acquiring the Independence in 1991 and factors affecting technology transfer between supplier/recipient actors, who can be divided into four main groups: 1) political; 2) legal; 3) social/cultural (mental) and 4) technical. From the point of view of effectiveness of implementation of transfer of dual-use technologies in Ukraine, a profound significance and a problematic nature of each group of factors differ significantly. A final success is determined with the group of political and mental factor as they are more mobile and flexible in time. It is precisely that the fixed provisions of legal heritage adopted under certain political and mental factors (earlier) cause problems with changes of those in future (these political and mental changes in Ukraine and other CIS countries are quite kaleidoscopic and chaotic). A new era calls for a quite meticulous reassessment of national priorities related to international security which affects a way of global and regional geopolitical policies and a prime importance to this concern is the transfer of dual-use technologies and its consequences (technology misuse and possible weapon of mass destruction (WMD) proliferation). Even though for the time being, debates on sensitive technologies and their misuse are so verbose, yet still lack creativity and rather blurred, meanwhile political and diplomatic initiatives came to nowhere as well. So far this set of factors in a hybrid way affects an efficient and proper functioning and optimization of transfer and a strategic export control of disruptive technologies process, is quite a challenge nowadays and a matter of scrutinized research and tough discussion
