[en] The outbreak of the COVID-19 pandemic compelled to establish internal working methods to sustain its operations. From the very beginning of the crisis, the use of the ordinary written procedure was the cornerstone of the daily work within the Council. The study of the written procedure has been somewhat overlooked in academic legal literature. This chapter aims to bridge this knowledge gap, shedding light on this alternative method for the Council to adopt legal acts. In the first section, we describe the adaptations to the Council’s working methods made necessary by the pandemic. The second section evaluates these changes with a focus on the implications for democratic principles and transparency within the Council’s operations. We demonstrate that the frequent use of the written procedure during times of crisis enhances the Council’s decision-making efficiency, albeit at the expense of principles of democracy and transparency. Overall, the chapter illustrates what might be coined the transformative institutional power of crises.
