Abstract :
[en] This article, written for a paper in the framework of the XVIth Colloquium of the AICLF, looks back at the genesis of the arrival of the private sector in the Belgian penitentiary area. It follows a reflection, nourished by field observations, not only on the real added value of this important change in the management of the prison service, but also on the way in which the negociation with the comanies in charge of construction and the maintenance of new prisons could be skillfully oriented to provide better living and reintegration conditions to prisoners.
