Abstract :
[en] This study investigates factors affecting the productive efficiency of rural micro and small-scale
enterprises (RMSEs) in Thua Thien Hue and offers recommendations to promote a higher level
of efficiency. A stochastic frontier model was specified and estimated using data from a sample
of 360 RMSEs in Thua Thien Hue. The results show that these RMSEs are operating in the
increasing return to scale region. However, the productive efficiency across the RMSEs is highly
skewed. Given the current level of inputs and technology, these RMSEs could increase outputs
by 8% on average. Drawing on the findings it is recommended that policy makers should
focus on exploiting the advantage of increasing return to scale; giving priority to RMSEs in textile,
embroidery and wood–rattan–bamboo processing industries; promoting the registration of
product labels; finally improving the management ability and skills for the owners.
