[en] Rwanda has started and has pursued a policy of reform of its land policy since 2004. "Rural lands" include forest areas. These occupy a significant portion of rural land. The boundaries of national parks and adjacent farmland are removable according to a regularly updated "Master Plan". The current situation shows the value of an open debate on rural land use in Rwanda.
