Abstract :
[en] This paper aims at analyzing Polish and Spanish approach to the European Neighbourhood Policy in comparative perspective in order to assess their degree of competition and complementarity since these factors will in great manner determine the ability of the EU to create a true “ring of friends” in its neighbourhood. The paper analyzes Polish and Spanish visions of their respective neighbourhood environment; their proposals relative to the EU’s Southern and Eastern Dimensions and the mechanisms used by Poland and Spain in order to promote their neighbourhood policy preferences in the framework of the EU foreign policy system.
