Abstract :
[en] Cotton is the first export crop in Mali with CFAF 84,370 billion in 2010 (INSTAT, 2010), but the production of this crop faces huge problems due to external and internal factors. This work is carried out in an economic context where action has been taken to boost cotton production in Mali. The objective of this work is to analyze the effects of the incentive policy for cotton production on agricultural farms in Mali. The investigations were conducted among 240 farms in the CMDT regions on a two villages per region basis in 2008/09, 2010 and 2011/12. The results showed a positive trend in production (mainly due to an increase in the area) and income for cotton producers with a higher reimbursement rate of input credits. These incentive measures, favored by the world price of cotton fiber, have created a great motivation for producers to expand cropping areas in order to increase their production and income but with low yields.
[fr] Le coton constitue le premier produit agricole d’exportation, pour le Mali, avec 84,370 milliards F CFA en 2010 (INSTAT, 2010). La production de cette culture connaît d’énormes problèmes d’origines tant externes qu’internes. Ce travail intervient dans une situation conjoncturelle où des mesures ont été prises pour accroître la production cotonnière au Mali. L’objectif de ce travail est d’analyser les effets de facteurs incitatifs à la production cotonnière sur les exploitations agricoles au Mali. Des enquêtes ont été réalisées auprès d’un échantillon de 240 exploitations dans les quatre zones CMDT (Compagnie Malienne pour le Développement du Textile) à raison de deux villages par zone en 2008/2009, 2010/2011 et 2011/2012. Les résultats ont montré une évolution positive des productions (essentiellement due à une augmentation des superficies), et du revenu coton des producteurs ainsi qu’un taux de remboursement plus élevé des crédits intrants. Les mesures incitatives favorisées par le prix mondial de la fibre du coton ont créé une réelle motivation chez les producteurs à faire plus de superficie, d’où une augmentation de production et du revenu, mais avec une faible augmentation du rendement.
