[en] This presentation explores urban coalitions in Liège that support undocumented migrants, examining them within the broader context of Belgian migration governance. It emphasises how local actors resist exclusionary national policies by implementing inclusive initiatives such as 'Liège Ville Hospitalière' and the 'Carte Ardente'. Drawing on the PUMOMIG project, it emphasises cross-sectoral struggles and participatory models. The analysis reveals the opportunities and limitations of 'grey areas' in migration policy. The presentation concludes by calling for reflexive, intersectional and migrant-centred approaches in future research and policy.
