Abstract :
[en] Towards a European Common Market for Television: Contribution to the Debate has been prepared by the European Institute for the Media to encourage informed discussion of the issues surrounding the development of a coherent European policy on trans-frontier television broadcasting. In Part I, the Draft Directive of the Commission of the European Communities on Trans-frontier Broadcasting is analysed by an independent Working Group under the Chairmanship of Professor Robert Wangermée. The Institute's proposals to make the Draft Directive more effective are set out in detail in three languages: English, French and German. In Part II, a substantial survey of quota systems in European film and encourage European audiovisual production. The application of GATT to any future quota system is examined, and there is a description of national legislation governing audiovisual production in the Member States of the European Community.
