Abstract :
[en] URBANPOLIS is a European city of about 500,000 inhabitants in CHOCBEERLAND, a country divided into several regions with an unstable political climate. URBANPOLIS enjoys a strategic geographical position due to its proximity to economic and financial powers, its road network and its river access. The city is facing new economic, societal and environmental challenges. A transition to a new city is needed. The public authority has already clarified the vision of URBANPOLIS. This vision must now be translated into strategic objectives. In order to verify the achievement of these objectives and to give feedback to citizens, the public authority needs steering indicators. In order to obtain an overall view of performance, it was decided to set up a Balanced Scorecard. The case is designed as a role-play, with learners representing members of the board.
