Abstract :
[en] The generalization of the use of New Public Management (NPM) instruments, in the name of the effectiveness and efficiency of public action, makes it necessary to reformulate the question of the link between democracy and administration. At the local level, it is possible to freshly analyze the triangle between policy - administration - citizens, as it evolves following the appropriation of new strategic management instruments and participatory mechanisms. The study of the emergence of these devices in Wallonia, highlights new modes of exercise of power and public action and raises the question of their inclusion in a logic of democratic reinforcement.
