Abstract :
[en] The recent “Provinciaal Omgevingsplan Limburg” (POL) 2006 is a document for strategic town
and country planning and development similar to our own SDER. Compared to the latter, the
POL 2006 pays particular attention to a number of points specific to it: a determination to
concentrate urbanisation round the main urban centres and to limit urbanisation from sprawling
beyond this space (but with operational planning instruments targeted on development); the
preservation and development of the national landscape in Southern Limburg; the delimitation of a
basic ecological structure; the support for an innovation process for economic development, etc.
By comparison with the SDER, it also places far greater emphasis on cross-border aspects
by itemising projects being considered by the Province of Limburg. These cross-border
cooperation projects, in which greater Liège should be involved, touch on several issues:
nature and landscapes, water, the economy, mobility, urban networks, territorial strategy for the
“Lisbon agenda” of the Liège-Maastricht basin, etc.
[fr] Le récent Provinciaal Omgevingsplan Limburg 2006 (POL 2006) est un document stratégique
d’aménagement et de développement territorial du même type que notre SDER. Par rapport
à ce dernier, le POL 2006 porte une attention particulière sur quelques points qui lui sont
propres : la volonté d’une concentration de l’urbanisation autour des principaux pôles urbains
et une limitation de l’urbanisation diffuse hors de cet espace (mais avec des instruments
opérationnels de planification ciblés sur le développement), la préservation et le développement
du Paysage national du Sud-Limbourg, la délimitation d’une structure écologique de base, le
soutien au processus d’innovation en vue du développement économique, …
En comparaison du SDER, il met aussi beaucoup plus l’accent sur les aspects transfrontaliers
en détaillant des projets pour lesquels la Province du Limbourg a des ambitions. Ces projets
de coopération transfrontalière auxquels devrait être associée la région liégeoise concernent
de nombreux thèmes : nature et paysages, eau, économie, mobilité, réseaux urbains, stratégie
territoriale pour « l’agenda Lisbonne » du bassin mosan Liège-Maastricht, etc.
