Abstract :
[en] This paper focuses on the translation of a European employment policy - flexicurity - by various institutional players in Belgium. Based on a documentary analysis and some twenty semi-structured interviews, we will study the way in which these actors appropriate and interpret flexicurity. We will draw mainly on recent contributions from the sociology of public action, in particular the cognitive approach to public policy (Surel, 2000; Muller and Surel, 1998) and the Europeanization of employment policies (Palier and Surel, 2007; 2010). We will show that this appropriation has given rise, in Belgium, to a transformation in the meaning conferred on security, which is now substituted for that of flexibility.
