Commentary :
The Citizens' Observatories Projects are five FP7 current projects funded under the topic ENV.2012.6.5-1 "Developing community-based environmental monitoring and information systems using innovative and novel earth observation applications" which started in autumn 2012. They all aim at developing novel technologies and applications in the domain of Earth Observation, trying to to exploit the capabilities offered by portable devices (smartphones, tablets, etc.), to enable an effective participation by citizens in environmental stewardship based on broad stakeholder and user involvement in support of both community and policy priorities.
These 'citizens' observatories' will include community-based environmental monitoring, data collection, interpretation and information delivery systems. This will require the development of highly innovative monitoring technologies, like low-cost micro sensors that can be embedded in smartphones. Citizens shall then be able to collect environmental data on a range of parameters, automatically transmit this data to suitable data repositories and exchange their knowledge and experience within a Citizens' Observatory framework which enables citizenship co-participation in community decision making and cooperative planning.
