[en] Analysing the organisation of politico-administrative relations in networks of heterogeneous actors, who are actively creating specific forms of regulatory regimes (Hood et al 1996) must be done with a pragmatic approach to consider what the agency (EFSA eg.) does and how it does it, taking enough distance from official discourses to observe "agency in action".
