Abstract :
[en] It is useful, for every federal project, to be able to check the aspects of subsidiarity as regulatory mechanism and to mix it with social exclusion and René Girard's scapegoat mechanism. Political systems, economic markets and modern cultures all use violence, but the rules which govern them should keep this violence at a minimal level in such a way as to keep it under control.
