[en] Born in the United States, in the wake of the 'sanctuary cities', municipal identity card initiatives are attracting growing interest from European cities. This contribution focuses in particular on the 'Carte Ardente', currently being developed in Liège, Belgium. These initiatives are being put in place by municipalities to combat inequalities and strengthen the sense of belonging at local level. Having a card for everyone not only prevents the card from being used to discriminate against a particular vulnerable group, but also helps to unify the population as a whole around shared values. Municipal Citizen Cards thus provide a form of identification and proof of residence for everyone living in the city, making the scheme an inclusive urban citizenship tool.
