[fr] Troisième temps de notre série consacrée à l'histoire des métiers, Emmanuel Laurentin et Anaïs Kien reçoivent aujourd'hui Tiphaine Gaumy, conservatrice du patrimoine, Jérémie Ferrer-Bartomeu et Vincent Meyzié historiens des institutions, pour une émission consacrée à la bureaucratie, à son rôle dans la formation des Etats, et à ses développements ultérieurs - la bureaucratisation de la société et des métiers au XVIIème siècle.
Comment la pratique de l'écrit a-t-elle façonné les Etats modernes, puis la société toute entière ? Terme central pour les sciences sociales et politiques, la bureaucratie évoque le plus souvent des images caricaturales d'une armée de vieux "Assis", pour reprendre les mots de Rimbaud, officiant dans l'ombre et n'ayant pour objectif que l'ordre et la loi - plutôt que d'être au service de leurs concitoyens. Les secrétaires peuplant les bureaux sont à l'origine les artisans de la protection de l'Etat central, véritables détenteurs d'un savoir technique et administratif visant à pérenniser les institutions, jusqu'à constituer une classe à part entière dont les intérêts rejoignent ceux du pouvoir. Mais là ne s'arrête pas la fortune de ce terme qui évoque des cathédrales de papier : la "bureaucratisation" évoque, dans sa continuité, cette façon de rationaliser toutes les activités humaines, de les centraliser, de les hiérarchiser, de les consigner et les contrôler...

[en] The third installment of our series dedicated to the history of professions, Emmanuel Laurentin and Anaïs Kien welcome today Tiphaine Gaumy, heritage curator, Jérémie Ferrer-Bartomeu, and Vincent Meyzié, historians of institutions, for a program focused on bureaucracy, its role in the formation of states, and its subsequent developments — the bureaucratization of society and professions in the 17th century.
How has the practice of writing shaped modern states and, later, society as a whole? Central to social and political sciences, bureaucracy often conjures up exaggerated images of an army of old "Seated ones," to use Rimbaud's words, operating in the shadows with the sole aim of maintaining order and law — rather than serving their fellow citizens. The secretaries filling the offices were initially the artisans of the protection of the central state, true holders of technical and administrative knowledge aimed at preserving institutions, eventually forming a distinct class whose interests align with those in power. But the story of this term doesn't end there, which brings to mind cathedrals of paperwork: "bureaucratization" alludes, in its continuation, to the way of rationalizing all human activities, centralizing them, hierarchizing them, recording, and controlling them...
