[en] This chapter presents the modalities of a system of benchmarking that has been designed with the aim of measuring legal protection against statelessness as provided by citizenship laws and comparing these across countries and regions. The benchmarks focus on seven groups of persons who are at risk of remaining/becoming stateless, including otherwise stateless children born in a country and persons who are at risk of being deprived of citizenship. This chapter discusses not just how and why these benchmarks have been developed but also what lessons can be drawn from their application in Europe and the Americas.
