The objective of the present paper is to provide experimental evidence of isolated resonances in the frequency response of nonlinear mechanical systems. More specifically, this work explores the presence of isolas, which are periodic solutions detached from the main frequency response, in the case of a nonlinear set-up consisting of two masses sliding on a horizontal guide. A careful experimental investigation of isolas is carried out using responses to swept-sine and stepped-sine excitations. The experimental findings are validated with advanced numerical simulations combining nonlinear modal analysis and bifurcation monitoring. In particular, the interactions between two nonlinear normal modes are shown to be responsible for the creation of the isolas. [less ▲]

In this article we question the roles and engagement of the French Parliamentary office of Technology Assessment (PTA) in governing Nuclear Waste Management (NWM) over an extended timeframe (1990-2017). We argue that the trajectories of the PTA and the NWM program are so intertwined that we gain analytical purchase from understanding them together. Our empirical analysis looks at three episodes of co-production of technological and political practices: (1) the PTA as an independent assessor (1990); (2) the PTA as a regular follower (1996-2005); (3) the PTA as a whistle-blower (2007-2017). We find that maintaining or redrawing boundaries between science and policy have increasingly been necessary but difficult in the course of the PTA’s mainstreaming into the policy-making landscape and the nuclear establishment. We conclude by examining the implications for PTAs of a possible shift from concerns about democratizing expertise to politicizing knowledge for policy. [less ▲]

This chapter discusses sending states’ concerns for the well-being of citizens abroad. Using the concept of transnationalism, I will first discuss the historical evolution of sending’s states involvement in emigration decisions and their relations with citizens residing abroad members of the diaspora. Second, focusing on a trend of the literature on “diaspora policies”, I will demonstrate that —while sending states most frequently develop economic and political programmes towards citizens— diaspora policies now increasingly include welfare. This, I argue in the third part of the chapter, contributes to transnationalization of welfare. Developing the concept of transnational social protection from below and from above, I show that immigrants’ access to social protection goes beyond welfare policies adopted by receiving states but also include numerous sending states policies as well as informal strategies developed by immigrants together with market, community and family actors. Finally, this chapter concludes with a discussion on the implications of sending states involvements in expatriates’ welfare for future research on migration. [less ▲]

Tutorial: Patients with disorders of consciousness are by definition unable to communicate. This makes the evaluation of their state of consciousness a major challenge. To date, there are not standardized guidelines as to how a post-comatose patient can be evaluated by means of assisting technologies. With this tutorial, we bring together specialists from three expert centers dealing with intensive evaluation of the state of consciousness in patients sustaining severe brain injuries. Our aim is to illustrate how we can infer a clinical diagnosis by integrating different data from behavioral and brain function as measured with different technological modalities. Specifically, we will discuss the case of a patient for whom behavioral, electrophysiological and neuroimaging data have been acquired with the aim to provide a global diagnosis of the state of consciousness. We will show how each of these evaluations are performed in step-by-step manner. Each presenter will further illustrate the methodological challenges and pragmatic solutions towards the inference of valid conclusions. In order to integrate the results into a global diagnostic category, we wish to engage the audience to participate interactively towards the composition of a final diagnostic report, as we typically do at our clinical sites [less ▲]
