We first examine the socio-economic contexts in which new public policies and new NPOs’ initiatives were launched to offer innovative solutions to current challenges, especially unemployment. Interactions between Eastern Asia and Western regions (EU, US) are also analysed as to experiments and conceptions of social enterprise. In order to identify major convergences and divergences across countries in Eastern Asia, we rely on country studies presented in this issue as well as on a broad literature, related more specifically to the development and roles of NPOs and co-operatives in this region. Five major models of social enterprise with specific dynamics can be identified in Eastern Asia. State influence and driving forces linked to public policies make these models rather different from the typical US social enterprise; as for the role of civil society, it seems weaker than in Western contexts but is growing significantly. Co-operative movements also play a significant role in shaping some social enterprise models. Finally, two conditions identified as critical for the development of social economy organisations – a "condition of necessity" and a "condition of shared destiny" - seem to be valid in Eastern Asia as well, provided they are properly reinterpreted. The present analysis, just like the other four papers in this issue, is a result of a joint research project of the EMES European Research Network and East-Asian researchers. Country studies were conducted along common broad guidelines, and they were discussed and revised at various stages, which insured a fairly good level of comparability. Moreover, this seems to be the first systematic comparative analysis on social enterprise involving all industrialised countries in Eastern Asia. [less ▲]

En Afrique Subsaharienne, les taux d’adhésion aux mutuelles de santé restent généralement à des niveaux très faibles. Cet article vise à synthétiser les résultats des enquêtes déjà réalisées pour identifier les facteurs qui influencent la décision d’adhérer ou non à ces mutuelles. Au-delà des différences méthodologiques entre ces travaux, notre synthèse fait ressortir deux facteurs majeurs qui étaient plutôt attendus (la capacité financière des populations et la qualité des soins) et les resitue dans une perspective plus large. Elle permet également d’identifier quelques autres paramètres qui semblent aussi jouer un rôle significatif même si les convergences entre les enquêtes sont moins nettes. [less ▲]

Organizações de comércio justo (CJ) têm sido tomadas como exemplo de empresas sociais (ES) há bastante tempo e têm contribuído para a formação do conceito de ES. O objetivo deste artigo é examinar mais profundamente, tanto no nível conceitual quanto empírico, até que ponto as organizações de CJ podem ser consideradas empresas sociais. Primeiramente, introduzimos diferentes perspectivas teóricas de ES e examinamos o CJ no contexto de cada uma destas perspectivas. Em um segundo momento, apresentamos um estudo empírico sobre empresas sociais de comércio justo (ESCJ) de quatro países europeus para ilustrar e aprofundar as ligações entre CJ e ES, tendo como foco os objetivos e as estruturas de governança destas ESCJs. Parece que todas estas ESCJs combinam, de alguma maneira, objetivos econômicos, sociais e, algumas vezes, também políticos. As ESCJs alinham-se, portanto, com a natureza de “objetivo híbrido” das ESs. A governança das ESCJs é também bem específica e frequentemente inovadora em termos de arquitetura organizacional e envolvimento dos parceiros (stakeholders). Algumas ESCJs estão mais próximas da abordagem europeia – participatória – da empresa social, enquanto outras estão mais próximas das abordagens americanas – individual. Por fim, as estruturas de governança das ESCJs parecem refletir muito bem o seu mix de objetivos. [less ▲]
