La définition du Conseil wallon de l’économie sociale met l’accent sur les spécificités d’organisations privées non capitalistes qui défendent des valeurs : objectif de service, autonomie de gestion, participation démocratique des membres. Mais deux questions se posent : l’économie sociale recouvre-t-elle surtout des activités marchandes ? Son champ d’action privilégié est-il l’insertion des personnes sans emploi ? Pour éviter l’instrumentalisation, le concept d’économie solidaire, quant à lui, insiste davantage sur une économie plurielle faite de logiques économiques variées qui relève de grands défis de société. This paper tries to show how the concept of social enterprise is increasingly used in many countries. In Europe, the most significant steps have been taken by the Italian parliament in the early 90’s and since 2002 by the UK government which has decided to map and promote social enterprises. From a scientific point of view, the approach built by the EMES European Research Network, based on comparative research in all EU countries, provides a solid basis for further theoretical and empirical work as well as new insights into the whole social economy. This book provides the very first overview of social enterprise models emerging in all 15 countries which were member states of the European Union in the 1990's. Such an overview is based on a common analytical grid which is known as the EMES approach to social enterprise. The second part offers theoretical lines along which many subsequent works have been developed. Funded by the 4th Framework Programme of the European Commission's DG Research, the 4-year research project which resulted in that book and was entitled EMES (the acronym of the project's title in French - émergence de l'entreprise sociale) also served as a first building block for the creation of the EMES European Research Network. see www.emes.net [less ▲]
