Implemented by the European EPB directives, the Energy Performance Certification has been designed by authorities to “provide clear information about the energy performance of a building”. Studies led in Wallonia show however that official results are often too distant from reality and difficult to understand for the lay person. This paper focuses on the comparison between two certified old urban brick single-family houses in the Walloon residential stock: a highly efficiently renovated “exemplary building”, described in detail, versus an inefficient and poorly described second house. After presentation of the case studies, this paper will investigate the uncertainties that surround the description of the “energy systems” and the standardized calculation method. This research explores the possibilities of elevating the confidence in the certification results by adding information on the description of the envelope and systems, by re-integrating the human factor in the equations (through a questionnaire collecting by interview the dwellers’ energy-related behaviours and practices), and by using dynamic simulations. The comparison of the results to the official standardised results indicates that additional data on the household’s composition, practices and energy-related behaviours are as much needed as a more accurate description of the energy system, which is penalized by default values and a severe standardisation of the calculation method. La promotion des énergies renouvelables est un thème d’actualité de par le monde. Chaque pays essaie d’apporter des solutions à son bilan énergétique compte tenu de ses paramètres dits de 3E (Énergie-Économie-Environnement). Cet article privilégie une approche scientifique en l’appliquant au contexte tchadien. Le but assigné à cet article est de mettre en exergue l’ampleur du patrimoine naturel tchadien en énergies renouvelables (biomasse, éolien, solaire, etc.) en le conciliant avec la nouvelle technologie afin de répondre aux besoins énergétiques des ménages n’ayant pas accès à l’énergie électrique. On abordera ce sujet avec une approche descriptive (état des lieux de la situation énergétique du Tchad, élaboration d’une carte des potentiels en énergies renouvelables, bilan environnemental, enquête réalisée sur des sites, etc.). L’article montre que le Tchad possède un potentiel renouvelable important, notamment le solaire et la biomasse auquel la population est favorable à son développement. L'exploitation de ce potentiel renouvelable nécessite un effort particulier de la part du gouvernement dans sa politique énergétique globale en matière d’investissements. [less ▲]

One of the existing tools that could help creating smart cities is the Energy Performance Certification (EPC) of residential buildings, by introducing energy efficiency as a comparative criterion for real-estate purchase choices, influencing real-estate market value, stimulating energy saving investments, moving the housing market towards greater energy efficiency and creating comprehensive databases which are fundamental for shaping smart strategies on urban, regional and national levels. The impact on potential buyers or tenants is crucial in order to reach these goals but EPC’s results, in their actual form, do not help raise people awareness: often distant from reality, overestimating consumption, they usually result is a general misunderstanding and misuse of the document. This study aims at verifying that the actual calculation method used in certification could approach real building consumption, by using additional data on occupant behaviour and household characteristics. It first presents the concepts behind smart cities, then an overview of the uncertainties that weight on the Belgian certification calculation method parameters. It also presents variations that could be applied to the EPC calculation method in order to add behavioural parameters… inspired from case studies of buildings. [less ▲]

In Belgium, like in many European countries, the existing buildings represent the main part of the building stock. These buildings are relatively old, and most of the dwellings are not at all or not well thermally insulated; their airtightness is weak and their heating installations are old. We can find there real potential improvement and high possibilities of renovation. The owner, the contractor and the architect are confronted with many renovation options, and choosing the best intervention scenarios is never easy. It’s in this context that the software REFLEX (for Rénovation EFficace d’un Logement EXistant, in English: efficient renovation of an existing dwelling) has been developed. [less ▲]
