Abstract :
[en] The production of quality plants that adapt to severe water conditions and resist cryptogrammic attacks remains a necessary step for the development of the argane culture. In this context, the Public-Private Partnership (PPP) can be a way of collaboration to cope with this technical constraint by ensuring the highest quality plants and to promote investment and implementation projects. Indeed, risk sharing, considered the core of PPPs, can encourage private investors to make efforts to domesticate the Argane culture. The objective of this paper is to propose an analysis of the production system of arganiculture and propose a mode of public-private partnership in order to increase the success rate of the various projects of argane culture.
[fr] La production des plants de qualité qui s’adaptent aux conditions hydriques sévères et résistent aux attaques cryptogamiques reste une étape nécessaire pour le développement de la filière de l’arganier. Dans ce cadre, le Partenariat Public-Privé (PPP) peut être un mode de collaboration qui permettra de faire face à cette contrainte technique tout en assurant des plants de qualité supérieure, et ce dans le but d’encourager les investissements et la mise en place des projets d’arganiculture. En effet, le partage de risque, considéré comme le noyau des PPP, peut encourager les investisseurs privés à fournir des efforts pour la domestication de la culture d’argane. L’objectif de cet article réside dans la proposition d’une analyse du système de production de l’arganiculture et proposer un mode de partenariat public-privé afin d’augmenter le taux de réussite des différents projets d’arganiculture.
