Within the framework of the INTERACT project, this paper aims to shed light onto a specific facet of the role of sending countries in migrants' integration processes: culture. Culture is analysed as one of the tools that both migrants and countries of origin resort to in order to maintain reciprocal ties after migration. Following a brief presentation of the anthropological and sociological definitions of culture and the consequent notion of 'cultural identity' on which the analysis builds, we study the concrete implementation of these dynamics. In particular, our attention is deployed at three levels: the level of migrants' everyday practices (including the use of the origin language); the policy level (pertaining to both diaspora and integration); and the association level (cultural centres in particular). Through the study of several transversal examples, we consider the broader issue at stake in this paper: the possible connection between migrants' performance in the culture of their country of origin and integration processes. We take into account the European legal framework within which both migrants and national governments function, and the influence it has on discourses and national and international policies addressing integration issues. We reach the conclusion that no causal or univocal link can be established between cultural practices and integration, for several reasons: a variety of factors are at play in integration processes within multi-cultural urban spaces, including socio-economic issues and power relations, which are crucial; culture itself is a changing and combined set of behaviours which determine dynamic and multiple belongings and which need a comprehensive approach; and identities shape the interaction among cultures - which is why we finally state the usefulness of the notion of 'ethnicity'. This report compares two important corridor migrations to Belgium in order to better understand the variation in several dimensions of Turkish and Moroccan immigrants’ integration – in particular, labour market, education and citizenship. It is based on an original methodology combining three different data sources (an analysis of the legal and political frameworks, a quantitative analysis, and a survey). It aims to test the INTERACT project’s main hypothesis which conceives of integration as a three-way process. This report provides insight on integration from the immigration country perspective but also from the countries of origin; it appraises the impact that Turkey and Morocco may have on the integration of their migrants in Belgium. The main findings are the following. Firstly, the countries of origin may have an impact on integration when emigration starts. Secondly, countries of origin may have a positive or negative impact on some integration dimensions (citizenship) but no obvious impact on others (education and labour market). In their efforts to maintain and develop links and to protect migrants’ rights abroad, countries of origin can thus facilitate integration, but indirectly. [less ▲]

L’objectif du projet de recherche est d’associer les caractéristiques de croissance d’A. nordmanniana aux propriétés aromatiques d’autres espèces d’Abies en suivant la voie de la fusion somatique. Les travaux de recherche en culture "in vitro" sont menés au laboratoire de l’Unité de Génie biologique du Département "Science du Vivant" du CRAW (section 1) tandis que les analyses relatives à la détermination des profils aromatiques sont réalisées dans le laboratoire de l'Unité chimie générale et organique de l'Université de Liège-Gembloux Agro- Bio-Tech (section 2). Les deux Unités de recherche ont poursuivi leurs activités en parfaite collaboration. La première a tenté de restituer ou garder les propriétés embryogènes au travers de protoplastes provenant de lignées embryogènes d’A. nordmanniana, d’induire l’embryogenèse somatique sur des tissus d’embryons zygotiques d’autres Abies aromatiques et de réaliser des fusions somatiques en associant des protoplastes à des cellules de têtes d’embryons. La seconde s’occupait de caractériser les composés aromatiques, de suivre leur évolution selon période de végétation, de distinguer les espèces entre elles selon le profil aromatique de leurs graines tandis qu’en parallèle, elle mettait au point les techniques d’analyses en conditions aseptiques sur des lignées embryogènes d’A. nordmanniana d’origines génétiques différentes et sur les masses issues de fusions potentielles intra ou interspécifiques avec A. balsamea. The present report summarises the discussions and conclusions of the international workshop on "Addressing flexibility in energy system models" held on December 4 and 5 2014 at the premises of the JRC Institute for Energy and Transport in Petten. Around 40 energy modelling experts and researchers from universities, research centres, the power industry, international organisations, and the European Commission (DGs ENER and JRC) met to present and discuss their views on the modelling of flexibility issues, the linkage of energy system models and sector-detailed energy models, the integration of high shares of variable renewable energy sources, and the representation of flexibility needs in power system models. The discussions took into account modelling and data-related methodological aspects, with their limitations and uncertainties, as well as possible alternatives to be implemented within energy system models. The global neutrino physics community is developing a multi-decade physics program to measure unknown parameters of the Standard Model of particle physics and search for new phenomena. The program will be carried out as an international, leading-edge, dual-site experiment for neutrino science and proton decay studies, which is known as the Deep Underground Neutrino Experiment (DUNE). The detectors for this experiment will be designed, built, commissioned and operated by the international DUNE Collaboration. The facility required to support this experiment, the Long-Baseline Neutrino Facility (LBNF), is hosted by Fermilab and its design and construction is organized as a DOE/Fermilab project incorporating international partners. Together LBNF and DUNE will comprise the world’s highest-intensity neutrino beam at Fermilab, in Batavia, IL, a high-precision near detector on the Fermilab site, a massive liquid argon time-projection chamber (LArTPC) far detector installed deep underground at the Sanford Underground Research Facility (SURF) 1300 km away in Lead, SD, and all of the conventional and technical facilities necessary to support the beamline and detector systems. Le projet BluM® s’inscrit dans la continuité du projet Blisk. En effet les trade-off architecturaux du projet Blisk plan Marshall ont conduit Techspace Aero à se tourner vers le développement d’un concept encore plus porteur en terme de masse et plus ambitieux en terme de défi technologique que les blisk « classiques ». Il s’agit du développement de composant rotorique multi étage monobloc, d’où l’acronyme BluM® pour Bladed Drum. Sur les turboréacteurs actuels, les compresseurs basse pression comportent un tambour, dont le fût se compose de glissières circulaires dans lesquelles on introduit les aubes. Le projet apporte des solutions nouvelles à la conception du compresseur basse pression. Avec le BluM®, le principe du tambour est conservé sur lequel les aubes seront soudés par friction, une technique qui commence à se développer dans le domaine de la propulsion aéronautique. Elle offre un soudage à la fois précis et très résistant car les propriétés mécaniques du titane sont conservées. En intégrant l’aube au tambour, on supprime l’encoche et le pied d’aube et l’on réalise ainsi des gains de masse importants. Le concept BluM® permet d’envisager une réduction de masse de 20% sur l’ensemble rotorique. En outre le projet vise à mener une série d’études, d’évaluation et de modélisations très avancées de l’impact du concept sur la performance aéromécanique. L’objectif du projet est de développer cette technologie pour lui permettre d’atteindre un niveau de maturité suffisant pour être éligible sur un programme de développement à partir de 2014. Pour atteindre ce niveau de maturité les activités comprendront le développement de nouvelles méthodologies de dimensionnement et de modélisation, des essais partiels (matériaux, procédés, banc partiel) et la conception et la production d’un prototype pour validation en essai moteur. The recent disclosure of the Tesla Powerwall home battery system has been seen by many as a catalyser for a solar energy revolution, and has created high expectations in the sector. Many observers have predicted an uptake of combined PV/Battery units, which, according to them, could ultimately disconnect from the grid and lead to autonomous homes or mini-grids. However, most of the comments originating from social media, blogs or press articles lack proper cost evaluation and realistic simulations. This short, preliminary analysis aims at bridging this gap. It is part of a continued effort on technology watch, assessment and market valuation studies related to storage technologies. Disregarding the current media impact and emotions related to it, this analysis demonstrates through a realistic test case that: 1. Although decreasing at a fast pace, the cost of domestic Li-Ion storage is most likely still too high for a large-scale market uptake in Europe, 2. PV incentives based on net metering are not favourable to home batteries, 3. Home battery profitability and future uptake mainly depend on the indirect self-consumption subsidies provided by the structure of the retail prices, 4. These systems do not allow residential consumers to go off-grid. They only allow for a maximum self-sufficiency ratio close to 70%. The target is widely used among the community. Damage and fracture modeling deals with material softening and strain localization, which usu- ally leads to unwanted numerical features like loss of ellipticity of equilibrium equations, bifurcation into a shear band, etc. A first step before dealing with these problems is to have already a stable, accurate integration scheme for the damage model. Here, the numerical integration of an extended version of the Gurson model (comprising plastic anisotropy and mixed isotropic-kinematic hardening) proposed by Ben Bettaieb et al. (2011b), is revisited and further extended to include nucleation, coalescence and shear. The main feature of this scheme is that all the variables are integrated in an implicit way based on the projection algorithm, while the consistent tangent matrix is obtained analytically. A detailed derivation of the equations used to extend the model is presented and a link with the developed subroutine is made. The efficiency of the implementation is assessed by comparing the numerical results from homogeneous cases from those taken from the literature. The results are in good agreement, hence implying that the model can be used in more complex simulations involving heterogeneous strain paths. [less ▲]

Le projet de recherche est basé sur le concept de système de production de l'habitat. Un système de production de l'habitat vise à accroître et à améliorer l'offre en logements. Il se structure par les interactions entre les modes d'habiter (la demande), les modes de production (l'offre) et les modes de gestion (l'intervention de la puissance publique). Pour le contexte wallon, le système de production actuel est lié à un usage peu parcimonieux de la ressource foncière et à des problèmes importants d’étalement de la périurbanisation. Néanmoins, des signaux avant-coureurs de la mise en place d'un système de production plus vertueux vis-à-vis des principes stratégiques de l'aménagement du territoire semblent se manifester. La recherche I.5. intitulée « Production de l’habitat et enjeux territoriaux » ambitionne d'étudier l'ampleur de ces changements et de comprendre quels sont les processus socioéconomiques qui les instituent. Au final, son objectif est de préciser comment l’intervention de la puissance publique peut s’appuyer sur ces pratiques émergentes en vue de soutenir la transition vers un nouveau système pour la production de l’habitat wallon. Notre ambition est donc d’identifier les conditions qui conduisent à des pratiques plus vertueuses vis-à-vis des principes stratégiques de l’aménagement durable, afin de les renforcer et de les généraliser dès que possible. The goal of the project FloodLand is to investigate the complex interactions between landuse change and future flood risk. Landuse change is assumed to be mainly driven by population growth and socio-economic factors. It affects future flood risk by altering catchment hydrology as well as vulnerability in the floodplains; but the feedback effect of (the perception of) changes in flood hazard on landuse evolution is also considered. The research is based on a chain of modelling tools, which represent parts of the natural and human systems, including: landuse change modelling, transportation modelling as an onset for the estimation of indirect flood damage, continuous hydrological modelling (forced by precipitation and temperature data disturbed according to climate change scenarios), as well as efficient hydraulic modelling of inundation flow in the floodplains. Besides reproducing a broad spectrum of processes, the modelling approach spans over multiple scales, from the regional or catchment level down to the floodplain and building levels. This distinctive feature is reflected both within the individual models and through their combination involving fine-scale detailed analyses (or data) embedded within coarser models at a broader level. This report presents the results of a study of innovations in the organization and management of work activities. The research question addressed was whether and how administrative innovations contribute to improving the performance of organizations, such as their efficiency and effectiveness and their ability to develop and deliver innovative products and services. More specifically, the study looked at the performance effects of innovations in the governance and management of information technology (IT) in the 50 American state governments. Governments everywhere are trying to improve efficiency and effectiveness, and IT is seen as a key factor in achieving that goal. But delivering IT projects and services in state government is an activity that has to be organized and managed efficiently and effectively in order for states to achieve the desired benefits of using IT. The study focused on how states currently govern IT, how and why they made changes in the way they govern IT, and the performance outcomes they achieved from changing their IT governance arrangements. Scientifically, the study aimed to test and extend current thinking about how, why, and how much administrative innovations, in general, and IT governance arrangements, in particular, can improve organizational performance. In order to make a strong test of current ideas, the study used different measurements and data collection procedures than prior studies and examined the research questions in the public sector context. By finding that some American state governments achieved IT-related performance improvements by changing their IT governance arrangements, this study increases confidence in the idea that administrative innovations are important to organizational success. The study also significantly extends current thinking about IT governance by sho wing that governance has two dimensions — 1) organizational structure and personnel management authority and 2) decision making influence — that can each affect organizational performance, but do not necessarily go together. This means that organizations may have more choices of how to design good IT governance than is typically thought. In addition to two familiar options (centralized and decentralized), the study explored the potential of two additional governance arrangements — 1) centralization-by-standardization and 2) decentralization-by-participation. Only the first of these additional alternatives (centralization-by-standardization) was observed in the 50 American states, raising the possibility that the second option (decentralization-by-participation) is an unexploited opportunity. Although future research will be necessary before confident recommendations for action can be made, the results of this research indicate that some states are already benefiting from adopting IT governance innovations, and that other states could possibly also do so. This work addresses path planning for nonholonomic robots moving in two-dimensional space. The problem consists in computing a sequence of line segments that leads from the current configuration of the robot to a target location, while avoiding a given set of obstacles. We describe a planning algorithm that has the advantage of being very efficient, requiring less of one millisecond of CPU time for the case studies that we have considered, and produces short paths. Our method relies on a search in a Voronoi graph that characterizes the possible ways of moving around obstacles, followed by a string-pulling procedure aimed at improving the resulting path.
