Le logiciel PegOpera est un outil scientifique et opérationnel utilisé entre autres par les gestionnaires de l’eau dans les champs d’applications de la Gestion Intégrée des Ressources en Eau. Développé à l’Aquapôle de l’université de Liège, il est composé : - du modèle Pegase (Planification Et Gestion de l’ASsainissement des Eaux), un modèle intégré bassins hydrographiques/rivières qui permet de calculer de façon déterministe et prévisionnelle la qualité des eaux des rivières - d’une interface utilisateurs conviviale permettant son utilisation aisée Le modèle Pegase (Planification Et Gestion de l’ASsainissement des Eaux) est un modèle intégré bassins hydrographiques/rivières qui permet de calculer de façon déterministe et prévisionnelle la qualité des eaux des rivières en fonction des rejets et apports de pollution (relation pression-impact). Développé depuis la fin des années 1980 à l’université de Liège, il permet d'orienter les choix des opérateurs publics et privés en matière de gestion des eaux de surface à l'échelle des petits et grands bassins versants. Le modèle et le logiciel sont développés en permanence. En juillet 2014, 4 Agences de l’eau Françaises ont décidé de continuer à supporter les développements du modèle et du Logiciel avec comme objectifs principaux d’apporter des améliorations scientifiques afin d’améliorer la connaissance du fonctionnement écologique des cours d’eau, ainsi que de maintenir l’outil performant, de haut niveau technologique, en adéquation avec les besoins des opérateurs. Ce programme triennal (2014-2016), appelé PEGASE OPERA 2, s’articule sur 3 axes principaux : • Axe 1 : Développements scientifiques du modèle PEGASE (modélisation des processus) ; • Axe 2 : Modularité et Interopérabilité du logiciel PEGOPERA ; • Axe 3 : Amélioration des fonctionnalités du logiciel PEGOPERA. 1.1 Background Alcohol consumption is a widespread phenomenon in western societies and it is a significant cause of morbidity and mortality. Problematic alcohol use affects an estimated 3.6% of the population between 15 and 64 years of age worldwide. The Belgian health survey found that 10% of the Belgian population has a problematic alcohol use. However, only a small proportion of people with a problematic alcohol use seeks or receives treatment. A European study (including Belgium) found that only 8% of persons with an alcohol problem had consulted some form of professional assistance in the past year. A Belgian study found that 12.8% of persons with an alcohol use problem indicated they searched for help in the year after the problem started but 61% did so in later years with a mean delay of 18 years. So, many people who could profit from help/assistance do not seek or receive it and there is a long delay. It may be concluded that there is a large ‘treatment gap’. 1.2 Research aim To analyse explanations for the treatment gap and to find ways and interventions, including facilitators and barriers in applying these, to improve the treatment rate of people with problematic alcohol use in Belgium. 1.3 Methods This study applied 3 research approaches: • Review of the international and Belgian literature o Medline, EMBASE, Cochrane Library and Psychinfo and grey literature sources were searched in summer 2014 for review studies and for Belgian primary studies with date limit >2000 and written in English, Dutch, French or German o Literature was categorized into barriers/facilitators for seeking/starting treatment in individuals with problematic alcohol use, in care professionals and in society and into interventions for reducing the treatment in the mentioned three groups o Only descriptive analyses of the literature were appliedQualitative research by interviews with persons with an alcohol use problem (n=14), and interviews and focus groups with care professionals, and experts in the alcohol field (n=60) o To identify the factors on a personal, organisational and societal level that impede or facilitate the screening and advice given by professionals, initiation of treatment, and treatment-uptake by individuals with AUP; o To understand the complex interactions between those factors; o To identify the interventions/measures the surveyed individuals and professionals would consider effective in reducing the treatment gap from the point of view of the professionals and patients. • Delphi study with persons with an alcohol use problem, care professionals, policy makers and experts (total across groups n= 35) in the alcohol field to check acceptability and priority of recommendations for improvement of the treatment o Two rounds by online questionnaire were planned and a face to face meeting afterwards with Delphi-participants to discuss results of previous rounds and to reach final agreement 1.4 Results In the literature study 85 relevant reviews and 22 Belgian primary studies were included. It was found that individuals with AUP follow a long road before seeking help. Main barriers along the road are denial of the problem, belief that alcohol problems may improve on their own, desire to handle problems on their own, thinking that treatment is ineffective or uncomfortable, dislike of the prevalent group, fear of stigma, lack of financial resources and other. Next it was found that care professionals face also many barriers to initiate a kind of intervention; common mentioned barriers are lack of time and lack of knowledge and confidence. Also it appeared there is a societal/public stigma towards people with a problematic alcohol use, causing a barrier for affected persons to seek help. Several effective interventions targeted at easing patient barriers and help them to seek treatment or initiate behaviour change were found: Screening-brief interventions-referral to treatment (SBIRT) by health care professionals, internet based screening and awareness programs,stigma reducing interventions. Also a large amount of research was found to overcome these impediments. Main intervention for patients is making them aware of their problem, e.g. by screening on alcohol use and motivational brief interventions. Main interventions for professionals is to train and to motivate them to screen and give brief interventions; however, all reviews stated as well that there was a lot of diversity in training formats and intensity, making it difficult to synthetize the results and to define the optimum duration and format of such initiatives. Interventions at a societal level are less clear The qualitative study revealed that several barriers as well as facilitators are experienced by individuals with AUP and professionals. It appears that the treatment gap is a multiple phenomenon. Some elements are related to the individuals with an AUP, some others to the health professionals, and, more globally, in the socioeconomic context. Four main themes could be deduced from the interviews: individuals with AUP go through a long and stepped (however not always a linear) process before becoming aware of and recognising their problem; relatives (at home or in the social network) and colleagues (at work) play an important role along the persons’ trajectory; professionals lack the time, knowledge, skills and proper attitudes and they pass the buck when it comes to tackling the AUP; and the origin and treatment of AUP are largely influenced by societal habits and views. It appeared that more information is needed among the general population about alcohol-related problems and healthcare professionals’ knowledge on the topic, and the skills to manage it properly should be enhanced. In addition contextual and societal barriers have to be tackled. The Delphi-study resulted in a general consensus on all proposals, based on the literature and the qualitative study. But it was stressed that it is necessary to implement the proposals simultaneously to enhance synergy. 1.5 Conclusion The three research approaches confirmed each other and showed that the treatment gap for persons with problematic alcohol use is a multi-layered problem (individuals with AUP, their relatives, professionals, care system and general society). There are effective interventions to lower the treatment gap, but to obtain maximal effectiveness measures have to be taken at all levels in simultaneous way. [less ▲]

This report provides an overview of the roots, concept, legal evolution, numbers and eco-system of social enterprise in Belgium and the challenges it faces. In the first section, a number of roots and drivers are described that have paved the way for the current understanding and landscape of social enterprise in Belgium. These roots include the associative tradition, the cooperative movement, the tradition of mutuals, the (new) social economy and the more recent business-oriented approach. The role of public policies and philanthropic actors is also discussed. In the second section, the legal evolution of social enterprise is sketched out, and three main ideal types are identified based on their underlying dynamics: (i) the entrepreneurial approach to the general interest (typically embodied by associations and foundations); (ii) the combination of mutual and general interest (typically embodied by cooperatives and mutuals); and (iii) the more borderline case of businesses that combine private and general interest. In this section, the social purpose company framework is presented, as well as a number of certification schemes. In the third section on measuring social enterprises, two approaches are distinguished: bottom-up and inclusive. Figures are presented based on studies following each approach, with the inclusive approach providing the most comprehensive number of more than 18 000 social enterprises in Belgium. Figures on employment, growth rates, legal forms and activity sectors are also presented. The fourth section reviews the main actors in the social enterprise eco-system in Belgium and its various regions. Significant attention is devoted to public authorities and public policies at the federal and regional levels. Networks and federations of different types are also presented, as well as advice and consultancy organisations, universities, observatories, incubators, etc. Finally, the need for and supply of social finance are presented and the gaps between demand and supply are discussed. Finally, the last section discusses some of the debates, obstacles and opportunities around social enterprise in Belgium. Four trends and challenges are also discussed: diversification, market recognition, social impact and communication/visibility. The annexes include the EU operational definition of social enterprise, five illustrations relating to different fields of activity, and a list of references for further exploration of the social enterprise landscape in Belgium. The present work is dedicated to the behaviour of composite joints under combined bending moments and axial loads. The results presented in this part have been mainly developed in [1]. The component method is a nowadays widely recognized procedure for the evaluation of the design properties of structural joints. It is used as a reference method in the Eurocodes and the proposed rules in these codes are mainly devoted to the characterization of joints subjected to bending moments and shear forces. However, in some situations, these joints can be subjected to combined axial loads and bending moments, for instance in frames subjected to an exceptional event leading to the loss of a column, situation where significant tying forces can developed in the structural beams above the lost column. The purpose of this work is to present and validate a design model, founded on the component method, aiming at predicting the behaviour of composite joints subjected to combined axial loads and bending moments. In particular, in the following the validation of this model through comparisons to recent experimental tests performed on steel composite beam-to-column joints at University of Stuttgart will be presented. The proposed method is mainly adapted from the former research work of Demonceau [2]. Some changes are made in order to improve the former method and also to extend it to the type of joints used in the framework of the current European project (Deliverable 5). Beam to column composite joints with flush-end-plate connection are mainly investigated hereinafter. The work will manly focus on the behaviour of joints under sagging moments, as it has not been widely researched yet in comparison to joints under hogging moment. An excel-based routine of the proposed method has been developed; it has been designed to be adaptable to different types of composite joints, with the objective to facilitate the verification and/or the application of the above-mentioned design model. At the Institute for Steel Structures crash tests on columns were carried out to investigate the dynamic response of the member during the impact as well as the dynamic interaction of the member with the surrounding structure. The tests' campaign planned by the Università degli Studi di Trento comprises of: - two full-scale tests on 3D specimens representative of the reference buildings; From two reference structures selected as cases study two representative substructures characterised by the same overall dimensions but by a symmetric and an asymmetric configuration (i.e., column layout), respectively, have been identified. The substructures, built in laboratory, are tested reproducing the collapse of a central column. The aim of the tests is to investigate the influence of the biaxial membrane effect associated with the concrete slab in a framed structure when the collapse of a column happens. - 20 tensile tests on T-stubs related to the beam-to-column joint adopted in the reference structures and in the full-scale specimens. T-stubs associated to both the column (10 specimens) and the end-plate (10 specimens) are tested. The tests are performed at two different loading speeds aiming at investigating the influence of strain rate effects on the joint performance, with particular reference to the deformation capacity. As a reference, also quasi-static tests are planned. At the Institute of Structural Design experimental tests were carried out investigating the behaviour of 2D-frames under a column loss. In addition the behaviour of composite joints under high speed loading was examined. Within the framework of the project, two tests on composite frames were tested as well as four tests on composite joints. The 2D substructure tests planned at USTUTT have the objective to evaluate the benefit of the concrete slab compared to the behaviour of the composite frame structure concerning the development of a membrane effect. For this purpose, the results of the composite frame tests will be compared to the 3D substructure tests performed at UTRE. Therefore, the test specimens of the 2D substructure tests are adapted to the 3D substructure tests. In order to compare also the results of the composite joint tests to the behaviour of the frames and to observe the influence of the joints on each other the test specimens for the joint tests are also adapted to the frame tests. Experimental impact tests were planned at the University of Liege (ULg): 22 tests on beam-to-column joints with 5 different joint configurations and 22 tests on column base joints with 4 different joint configurations. One of the objectives of the performed study was to propose realistic joints and column bases which could fit with the laboratory facilities of ULg, what induced a downscaling of the dimension of the members in comparison to the dimension of the ones met in the reference building. With the designed specimens, it is possible to investigate the response of different joint components under impact loading, for different levels of energy (small, medium and high levels), and to compare this response to the one obtained through a static test to highlight the dynamic effects. These static tests are performed for each type of specimens and will be used to clearly determine the different level of energy to be used for the impact tests. The present document details the design guidelines which emanates from the RobustImpact project. The reasoning used is depicted below in Figure 1-1. The first step is to define the impact scenario and its key parameters. Then the impact can be characterized as a hard impact or as a soft impact. The first option assumes that the kinetic energy of the impactor is absorbed by the impactor itself while the second option assumes that the kinetic energy of the impactor is mainly absorbed by the column, thus leading to plastic deformations and the activation of geometrical non-linear effects in the column. If the soft impact is considered, the buckling resistance of the column must be examined in order to evaluate if the impacted column shows sufficient residual resistance after the impact. If this is not the case, the structure will resist if it is able to sustain the load initially carried by the impacted column by redistributing it in the damaged structure, i.e. if it is able to activate alternative load path. The resistance brought by other structural elements will then be evaluated. If the impacted column is a peripheral column, the yield line theory is used to evaluate the resistance of both slab and beams. In case of a central column, Bailey’s method evaluating the slab resistance taking into account the membrane effect is used to determine the contribution of the slab. The contribution of the beams is then quantified by evaluating the corresponding P-u curve. All the methods have been validated using FEM softwares. Since the project concerns structures whose columns are impacted by vehicles, the accidental load combination must be considered. In addition, the yield strength of the steel should be considered as 𝑓𝑦,𝑑𝑦𝑛= 𝜇.𝑓𝑦> 𝑓𝑦 . Indeed was proved than the steel mechanical properties are better under dynamic loading. Nevertheless, there is for the moment no available quantification for the majoring coefficient that should apply to 𝑓𝑦 : this could be done realizing tests. [less ▲]

La PAC, définie dans le traité de Rome et mise en oeuvre depuis 1962, est soumise, depuis le début des années 90, à un processus de réforme afin de répondre aux nouveaux défis de l’agriculture européenne mais également afin d’honorer les engagements pris par l'Union européenne (UE) dans le cadre de ses relations commerciales internationales. Le 18 novembre 2010, la Commission européenne a publié une communication sur la PAC de l’après 2013, suivie le 12 octobre 2011 de propositions législatives, lançant de longues négociations entre le Conseil européen des Ministres de l’Agriculture et, pour la première fois de l’histoire de la PAC, le Parlement européen, nouveau co-législateur pour cette matière. En parallèle aux négociations sur la PAC se déroulaient celles relatives au cadre financier pluriannuel 2014-2020 (CFP). Ce dernier fixe non seulement les montants des ressources financières pour chaque catégorie de dépenses de l’UE mais également inclut des décisions sur des éléments importants des politiques elles-mêmes dont celles relatives à la PAC. Après plus de 18 mois de négociations budgétaires, les chefs d’Etat de chaque Etat membre (EM) sont parvenus à un accord concernant le CFP 2014-2020 lors du conseil européen des 7 et 8 février 2013. Peu de temps après cet accord budgétaire, le Conseil Agriculture, le Parlement européen et la Commission européenne ont abouti à un accord sur les Règlements relatifs à la PAC le 26 juin 2013, complété le 24 septembre 2013. Un des résultats du nouveau Règlement « Paiements directs », négocié entre les 28 EM et le Parlement européen, est une nouvelle architecture des paiements directs ainsi qu’un nombre très important de choix stratégiques à prendre par les EM, et dans le cas de la Belgique, les Régions, qui doivent choisir parmi différentes options qui restent ouvertes par la réglementation européenne. La plupart des choix politiques des EM et régions ont dû être notifiées à la Commission européenne pour le 1er août 2014, certains choix un peu plus tardivement (les dernières décisions, plus techniques, devaient être notifiées pour le 31 janvier 2015). Deliverable 11 and 12 have been merged in the present document which can be seen as the main outcome of the activities conducted with Work Package 9 of the Robustimpact project. Section 2 presents first the sophisticated numerical investigations conducted on a reference structure subjected to impacts of vehicles. Then, Section 3 presents in details the simplified analytical models/tools developed within the present project to predict the response of a structure (or a part of a structure) further to the impact of a vehicle. With the presented models, it is demonstrated that an accurate prediction of the structural results may be obtained and that all the parameters influencing this response are mastered. Section 4 introduces the different parametric studies which have been conducted (partly using the models/tools presented in Section 3) on 2D and 3D steel and composite structures or on composite floors. Finally, Section 5 highlights the structural requirements which can be proposed as an outcome of the performed investigations. Through this document, it is demonstrated that the different objectives of Work Package 9 have been reached in the framework of this project. [less ▲]

In particular, numerical and analytical analysis have been performed to design the experimental test and the test setup for the symmetric and the asymmetric 3D test performed by UTRE. For the 2D-frame tests a numerical simulation was performed and the analytical model was validated. In addition to the recalculation of the experimental investigations on composite joints some parameters were varied in order to evaluate the influence on the behavior of the composite joints. Furthermore an analytical approach to predict the response of joints subjected to M-N-loading was investigated. The present report focuses on the design of the experimental analysis that are going to be performed within the ROBUSTIMPACT project (Grant Agreement Number: RFSR-CT-2012-00029). The project focuses on the behavior of composite steel and concrete framed buildings against accidental actions. Within the project, several experimental analyses are going to be performed spanning from the local to the global behavior. The report is divided in 4 parts, each one describing the preliminary work of each partner of the project. In particular:  Part A reports the work performed by USTUTT (University of Stuttgart) including the design of four experimental tests on composite joints and two experimental tests on composite frames. In particular, the composite joints will be investigated in order to better understand the behavior in terms of activation of catenary actions. The tests on composite frames are performed investigating the influence of the high speed loading and strain rate effects on the deformation capacity of these structures.  Part B reports the work performed by ULg (University of Liege) including the design of 44 experimental impact tests on beam-to-column joints and column base joints. With these tests will be possible to investigate the response of different joint components under impact loading for different level of energy.  Part C reports the work performed by UTRE (Università degli Studi di Trento) including the design of the case study reference structures and the design of the experimental tests. The Miocene is a relatively recent epoch of the Earth's history with warmer climate than today, particularly during the middle Miocene Climatic Optimum (MMCO, approximately 17-15Ma). Although the cause of the warming is probably not only attributable to CO2, but also to changes in orography and configuration of ocean gateways, this time interval represents an ideal case study to test the ability of climate models to simulate warm climates comparable to those that the Earth may experience in the near future. However, even with higher than present-day CO2 concentrations, the MMCO warming inferred from terrestrial proxy data has been difficult to reproduce in climate models.Since fossil flora do not provide direct information on climate, but on flora and vegetation, climate model results are generally compared to climate reconstructions obtained from the fossil flora. In this study, we apply an alternative method by simulating palaeovegetation from the outputs of the climate model, using a dynamic vegetation model. Model vegetation reconstruction can then be compared to the vegetation cover indicated by the fossil flora record at the various localities, provided that a common classification of plant functional types (PFTs) is used for the data and the model. Here, we reconstruct the vegetation of the middle Miocene with the global dynamic vegetation model CARAIB, using the climatologies derived from five atmospheric general circulation models. The reliability of the simulations is examined on a presence/absence basis of PFTs by comparison of vegetation reconstructions to palaeoflora data recorded in the Northern Hemisphere and the Tropics.This comparison provides an overall agreement around 60% between model and data, when all sites and tree types are considered. Three model simulations out of five show to be better at predicting the absence than the presence. The presence of warm-temperate mixed forests in the middle latitudes, dominated by broadleaved deciduous warm temperate and subtropical trees is generally well reproduced in CARAIB simulations. However, poor agreement is obtained for the presence of tropical PFTs out of the Tropics and for warm PFTs at latitudes northward of 50°N, where climate models remain too cold to produce assemblages of trees consistent with the data. Nevertheless, the model-data comparison performed here highlights several mismatches that could result not only from missing feedbacks in the climate simulations, but also from the data. The results of the likelihood analysis on presence/absence of PFTs illustrate the uncertainties in the PFT classification of the Neogene floral records. The coexistence of some PFTs in the palaeovegetation data is impossible to reproduce in the vegetation model simulations because of the climatic definition of the modern PFTs. This result indicates either a bias in the identification of modern analogues for fossil plant taxa, or a possible evolution of environmental requirements of certain plants. © 2016 Elsevier B.V. It is well-known that the concept of nationality plays an important role in different fields of the law, be it private or public law, private international law (‘conflicts of law’) or public international law. While nationality is also frequently the subject of comparative analysis, and therefore of comparative law, little has so far been written on the conceptual and linguistic difficulties that arise in conducting comparative analyses of the nationality laws of different countries – especially if one does not rely on translations but examines them in the original languages. After giving an overview of the legal scholarship on legal translation and comparative law and assessing its relevance for the domain of nationality law (sections 2 and 3), the paper will continue with some remarks on the usefulness and quality of bi- and multilingual legal dictionaries for these fields of study (section 4). While my own experiences in conducting comparative and multilingual research on nationality law are referred to throughout the paper, section 5 will specifically give relevant examples from my work on the book Nationality Law in the Western Hemisphere: A Study on Grounds for Acquisition and Loss of Citizenship in the Americas and the Caribbean. It shows that the management contract has become the main instrument for ‘managing’ a public service mission in Belgium and for supervising its organisation. The federal legislation, which served as a model for public service contracts for the other levels of government, is explained in particular in Section 4. Dans ce cadre, l’objectif poursuivi par ce projet est d’optimiser la composition et les conditions de mise en œuvre et d’utilisation de deux systèmes constructifs innovants (les « toitures compactes » et les « parois perspirantes ») en vue d’en garantir leurs performances initiales et leur durabilité biologique dans le temps. Ce projet visera à identifier et développer de nouveaux systèmes constructifs répondant aux exigences actuelles tout en étant « zéro risque ». Deux aspects essentiels seront privilégiés : - La résistance aux agents biologiques des constituants et du complexe dans sa globalité est une des caractéristiques déterminant la longévité de la construction au cours du temps. Le bois et les isolants naturels étant biodégradables, il convient de prendre des précautions particulières pour éviter toute dégradation prématurée du complexe. Hormis toute considération écologique, le professionnel doit donc disposer des informations techniques nécessaires en vue de choisir les matériaux et leurs conditions de mise en œuvre lui permettant d’apposer avec sérénité, sa garantie décennale sur les ouvrages qu’il bâtit. - La performance hydrique est un des points qui mérite attention en raison du caractère hygroscopique du bois et pour éviter toute dégradation prématurée. En effet, un comportement hydrique déficient au sein de la paroi et/ou de la toiture peut conduire à l’apparition d’humidité importante, condition nécessaire aux développements fongiques.
