Entre 2007 et 2011, la Belgique a connu deux périodes de crise politique. Après les élections de juin 2007, 194 jours ont été nécessaires pour former un gouvernement qui chuta sur le dossier de Bruxelles-Hal-Vilvorde. La crise politique qui suivit les élections anticipées de juin 2010 fut la plus longue de l’histoire du pays. Au terme d’une période de 541 jours sans gouvernement de plein exercice, la normalisation du fonctionnement institutionnel du pays reste dépendante de la mise en œuvre de l’accord institutionnel atteint en 2011 et des dynamiques bipolaires et centrifuges du fédéralisme belge. Cet ouvrage propose des études consacrées aux enjeux institutionnels (première partie), aux acteurs socio-politiques (deuxième partie), aux médias et aux opinions publiques (deuxième partie) au cours de la période précédant le nouveau compromis institutionnel de 2011. Elles sont autant de clés pour comprendre les dynamiques qui ont conduit à cette nouvelle étape du fédéralisme belge et les perspectives d’évolution qui s’ouvrent aujourd’hui. [less ▲]

Belgium and Canada are definitely two very different countries in terms of geography, demographics, history. Politically, however, they share similar fundamental features: two distinct linguistic communities (and the minority in each case is French-speaking) live together in a federal system which is animated by political conflicts. Thus, Belgium and Canada are two interesting cases of multinational federations and it seems to be possible and above all insightful to study each case in light of the other. In this introduction, we first expose the rationale behind the comparative dialogue which is at the heart of this collective endeavor. Then, we briefly present each contribution and how they fit in the overall structure of the book. [less ▲]

How do citizens who grew up in a federal system understand federalism in their country? To answer this important question, in an experimental design, we asked 234 French-speaking Belgian university students to “draw Belgium”. No other guidelines were given. In addition to this request, the students were asked to fill in a 19-question questionnaire about their federal perceptions and preferences as well as political and socio-demographic indicators. In this article, we analyze the results of the questionnaire and reflect on the relationships between representations and perceptions of federalism in Belgium. [less ▲]

The current Belgian federation is the product of a long and slow process of federalisation which started in the 1960’s but which find its multiple roots before that time and was mainly the result of the pressure of the Flemish movement. History can thus explain the originality – and the complexity – of the Belgian federal structure. This federal structure is made of a federal Authority, three Communities and three Regions. In this introductory chapter, we present the origins, the formation and the evolution of the Belgian federation. We then describe its structure, the institutions and the actors. [less ▲]
