The Heliospheric Imager (HI) is part of the SECCHI suite of instruments on-board the two STEREO spacecrafts to be launched in 2005. The two HI instruments will provide stereographic image pairs of solar coronal plasma and address the observational problem of very faint coronal mass ejections (CME) over a wide field of view (~90 degree(s)) ranging from 13 to 330 R[SUB]0[/SUB]. The key element of the instrument design is to reject the solar disk light, with straylight attenuation of the order of 10[SUP]-13[/SUP] to 10[SUP]-15[/SUP] in the camera systems. This attenuation is accomplished by a specific design of straylight baffling system, and two separate observing cameras with complimentary FOV's cover the wide FOV. A multi-vane diffractive system has been theoretically optimized to achieve the lower requirement (10[SUP]-13[/SUP] for HI-1) and is combined with a secondary baffling system to reach the 10[SUP]-15[/SUP] rejection performance in the second camera system (HI-2). This paper presents the design concept of the HI optics and baffles, and the preparation of verification tests that will demonstrate the instrument straylight performances. The baffle design has been optimized according to accommodation constrains on the spacecraft, and the optics were studied to provide adequate light gathering power and image quality. Straylight has been studied in the complete configuration, including the lens barrels and the focal plane assemblies. A specific testing facility is currently being studied to characterize the effective straylight rejection of the HI baffling. An overview of the developments for those tests is presented. [less ▲]

A recurrent call for an increased use of information technology in the public administration has been made since the beginning of the “New Public Management” wave. It has been reinforced these last years through the “digital-era governance” movement, emphasizing the important role that IT may have in the effective transformation of the public institutions and in the successful delivery of citizen-centered services. However, the success of e-government is proved not to be a direct effect of the increased use of IT, but to also depend on the organizational and institutional arrangements that governments enact for the management of their IT resources. In this context, our paper proposes to offer an updated view of the way US State Governments manage, organize, and govern their IT activities. To do so, we consider the possible interactions between two dimensions: 1) the organization of IT activities and 2) the control over decisions about IT activities (also known as governance). This analysis is made for each of two categories of IT activities: 1) IT projects (such as Enterprise Architecture implementation, website development, etc.) and 2) IT services (such as the operation of networks, the daily support services, etc.). Our empirical data indeed show that neither dimension alone provides a good characterization of governmental IT management arrangements. The latter requires an in-depth understanding of how US States appear to combine a centralization and/or a decentralization design of the organization and of the control of their IT activities. The findings that we develop through this contribution have the potential to enhance the general understanding of the barriers to, and enablers of, e-government success, and to put into perspective some insights of the new public management and digital-era governance movements concerning the use of IT in the public sector. Our research applies to the healthcare sector which is operating in a period of significant and rapid evolutions since the last thirty years. It investigates the design of the performance monitoring systems in healthcare organizations, in a contingent and comparative perspectives. This contribution summarizes the results of four chapters and uses respectively three methodologies, applied to answer the following “what” and “how” general questions: - What influences the design of the performance monitoring systems adopted in the healthcare organizations? - How does it evolve with the hospital’s attributes evolution? - What are the major internal and external motivations and/or the major barriers that have emphasized and/or limited its evolution? - What is the role of the healthcare players on the hospital’s management? In a contingent perspective, the first chapter, based on macro-economic analysis of the healthcare sector, identifies the increasing need to monitor performance at the hospital entity level. It points out to some social, political, technological and competitive contingent factors that have emerged from the environmental mutations. These contingent factors are then integrated in an original unifying model that is validated via three empirical chapters. - The first chapter is dedicated to the contingent model’s validation in the Belgian healthcare sector. It investigates the link between these variables and the management tools, via an online questionnaire, a test of information and a test of independence. - The second chapter appraises the manager’s perception of uncertainty in volatile environments and analyzes the impact of some contingent factors affecting his decision-making style. It relies on the contingency theory of leadership that is applied to assess the external environmental mutations that are manipulating the organizational attributes (structure, size, level of technology and ownership). Hence, they are emerging certain situations of uncertainty that shape the managerial choices (“decision style”, autonomy and personal profile) on the adoption of a suitable management system. The methodology is based on a “qualitative comparative approach” of thirty case studies, lead in two heterogeneous environments (Belgium and Lebanon). - The last empirical chapter goes beyond the organizational attributes to investigate the role and impact of the various players who are involved in healthcare organizations. Based on a qualitative approach, we illustrate, for every player, his position within the system. Consequently, we define his culture, intentions, and responsiveness that manipulate the organization’s internal climate and shape the design of the performance monitoring systems. Out of twenty-two case studies, the qualitative findings are expected to add knowledge on the adequate choice of a management system, within three healthcare organizational structures: university, general/university and general hospitals. Shielding a sensitive device against DC or AC stray magnetic fields can be realized very efficiently with high-Tc superconductors. A simple magnetic shield can be obtained with a tube enclosing the device, which is protected against external fields until the magnetic flux diffuses either across the tube wall or through the end openings. A better shielding vessel is obtained by using superconducting end caps. In the simplest design, the end caps, consisting of superconducting disks placed at the extremities of the tube, are making a 90 degree angle with the tube wall. Because of demagnetization effects, this arrangement results in a 'weak spot' for the penetrating magnetic flux. In this work, we investigate numerically different shapes for the end caps so as to avoid sharp angles and obtain a smoother magnetic flux penetration. The external magnetic induction is applied parallel to the shield axis. The magnetic flux distribution and the shielding currents are calculated with a finite element approach. The shielded volume is defined as the region where the local magnetic flux density is attenuated below a given fraction of the external field. It is studied as a function of the shape of the cap, its superconducting properties, the aspect ratio of the assembly, and the presence of a cabling hole. Curved and elongated caps, which could in principle be obtained by melt cast processing or different coating techniques, are shown to substantially increase the shielded volume. [less ▲]

Both steel and concrete suffer a progressive reduction in both strength and stiffness as their temperature increases in fire conditions. Eurocode 3 and Eurocode 4 provide material models for both materials over an extensive range of temperatures; Fire resistance of structural elements is quoted as the time at which they cannot maintain their load bearing capacity; It is possible to assess the severity of a natural fire for a particular steel element as a time-equivalent between the peak temperature in the steel element and the same temperature in the element submitted to the ISO834 standard curve; The behaviour of separate elements is very different from that of a complete building frame, but the only practical way of assessing whole-structure behaviour is to use advanced calculation models; Traditional fire protection of steelwork is by covering it with insulating material during construction. However it may be possible under Eurocode 3 to use a combination of passive and active strategies to ensure fire resistance; Eurocode 3 calculation of fire resistance takes account of the loading level on the element, with values of the safety factors lower than those used at room temperatures; Fire resistance may be calculated in terms of time, as a load-bearing resistance at a certain time, or as a critical element temperature appropriate to the load level and required time of exposure; Critical temperature is calculated from a single equation in terms of the load level in fire for members of Classes 1, 2 or 3 sections if there is no instability phenomena involved. Class 4 sections are universally assumed to have a critical temperature of 350°C, but higher critical temperatures can be obtained by calculation; Eurocode 3 provides simple calculations for the load resistance in fire of all types of elements. In cases where the strength is controlled by buckling, a buckling curve that is particular for the fire situation has to be used. The slenderness of the element is temperature dependent; It is possible to calculate the temperature growth of protected or unprotected members in small time increments, in a way which can easily be implemented on a spreadsheet. In this paper, we present an original method of dot-pattern generation dedicated to design optimization of large-size format ELBUs (Edge-Lit Light Guide Unit), where the number of dots greatly exceeds the maximum allowable number of optical objects supported by most common ray-tracing software. In the proposed method, in order to simplify the computational problem, an original optical system is replaced by an equivalent one. Accordingly, the original dot pattern is splitted into multiple small sections. Then, these sections are replaced by equivalent cells with continuous diffusing film. After that, we adjust the TIS (Total Integrated Scatter) two-dimensional distribution over the grid of equivalent cells, using an iterative optimization procedure. Finally, the obtained optimal TIS distribution is converted into the dot size distribution by applying an appropriate conversion rule. An original semi-empirical equation dedicated to rectangular large-size LGPs (Light Guide Plate) is proposed for the initial guess of the TIS distribution. It allows significantly reducing the time needed to dot pattern optimization. [less ▲]

This latter feature seems to make this device very well suited for reducing the vibration level of MDOF linear structures. The perspective of dealing with MDOF linear primary structures requires the development of an efficient NES design procedure.
