The scientific literature in political science and law has long been familiar with the issue of the limits of democracy. What constitutes the appropriate territory to manage public service missions and, correlatively, what demos should be included in the decision-making process? These are the questions to which this paper attempts to shed light, focusing the reflection on a legal entity under Belgian law: the intercommunale. Focusing on two concepts (the all-affected principle and the principle of subsidiarity), the study analyses the form of intercommunale cooperation as an existing means of combining them, without, however, omitting the nuances and difficulties that may exist. On the one hand, the intercommunale is marked by the elasticity necessary to include a demos "affected" by its decisions, thus respecting certain aspects of the all affected principle. On the other hand, this body is also able to regulate public service missions at a local level and close to the citizens, approaching the principle of subsidiarity. However, the institution does not only have democratic advantages; a closer look shows that its flexibility also leads to significant disadvantages. [less ▲]

L’objectif de la recherche synthétisée dans cet article a été de lever un coin du voile sur le sujet de la croissance spatiale de Kinshasa. Sur le plan méthodologique, nous sommes partis du postulat que les techniques de la télédétection et de l’analyse spatiale peuvent contribuer à améliorer les connaissances sur l’évolution spatiale des villes qui, à l’instar de Kinshasa, sont en croissance soutenue. Le travail a consisté en l’analyse de l’évolution spatio-temporelle de l’agglomération morphologique de Kinshasa entre 1979 et 2015. Pour cette analyse, les données issues de la télédétection ont été intégrées dans une démarche méthodologique ayant conjugué une analyse densimétrique à une analyse de la fragmentation du bâti. Cela a permis d’aboutir, d’une part, à une cartographie de la tache urbaine à différentes époques et, d’autre part, au constat que l’agglomération kinoise est soumise à un double phénomène d’extension et de densification. Nos traitements ont également mis en évidence un phénomène de saturation foncière au sein de l’agglomération en question. Dans la perspective de grands projets d’aménagement, nous pouvons en déduire que la ressource des espaces ouverts intra-agglomération se tarit et, en conséquence, que les disponibilités restantes sont à considérer comme des réserves stratégiques. Co-housing is a formula which allows to produce housing avoiding certain costs. These costs are avoided thanks to a logic of collective self-provision where individuals act in network in order to develop a real-estate project. Through three case studies in Wallonia and in Brussels, we study the institutional factors that explain why this housing development formula remains uncommon despite its many advantages. The analysis, based on the principles highlighted by Elinor Ostrom for the appropriate self-organization of the management of common pool resources, highlights the need to put in place institutional and organizational engineering in order to support potential co-owners. The article aims to identify the main obstacles to the participation of private investment in the development of urban areas in Wallonia. This is done through the lessons learned from two major urban projects: the regeneration of the former hospital site “Bavière” in Liege, the first Walloon metropolitan area, with about 670,000 inhabitants in the urban area; and the construction of a shopping mall in the city centre of Verviers, an urban region of approximately 100,000 inhabitants located 30 km east of Liege. To the main identifies obstacles, the article develops measures for improvement in a liberal socio-economic context characterised by a reduction in public investment capacity. The article highlights the issues of strategic planning and governance in order make private investment more attractive in Walloon cities, in a perspective that should benefit to the developers as well as to the collective interest. Depuis plusieurs décennies, l’échelle métropolitaine a gagné en importance en raison de l’évolution spatiale des régions urbaines, du positionnement central des métropoles dans l’économie mondialisée et des transformations dans l’organisation des États. Dans ce contexte, le devenir des institutions métropolitaines a gagné en importance auprès des décideurs politiques, des citoyens, des entreprises et des chercheurs. Malgré le rôle central des aspects spatiaux dans les dynamiques de gouvernance urbaine, la littérature scientifique relative aux « recompositions territoriales » et à la « mise à l’échelle métropolitaine » n’offre pas de cadre analytique des facteurs et des processus de transformation de la spatialité des gouvernements métropolitains. Dans cet article, nous suggérons d’adopter un modèle analytique du changement institutionnel pour une meilleure prise en compte de ces évolutions en l’appliquant aux frontières des gouvernements métropolitains. Le modèle analytique prend en considération les pressions exercées par et sur les aspects spatiaux de la gouvernance ainsi que les différentes phases de leurs transformations. L’analyse empirique des processus dans la région urbaine de Liège (Belgique) a vérifié l’utilité et la robustesse de cette grille de lecture. [less ▲]

It’s in the early 1950s that researchers from the University of Liège started to investigate the Earth’s atmosphere from the Jungfraujoch scientific station, in the Swiss Alps, at a time when concerns related to atmospheric composition changes were nonexistent. Since then, an infrared observational data base unique worldwide has been carefully collected. The exploitation of these observations has allowed constituting multi-decadal time series crucial for the characterization of the changes that affected our atmosphere and for the identification of their causes. In this paper, we first remind about the successive steps which led to establishing the observational program of the Liège team at the Jungfraujoch and we evoke important findings which justified its continuation. Then we present some recent results relevant to the Montreal and Kyoto Protocols, or related to the monitoring of air quality. [less ▲]

On December 2010, several snow events allowed an exceptional snow cover over Belgium. 27 days with snow cover were observed at Uccle and snow depths of 20, 30 and 70 cm were measured on Christmas 2010 respectively at Uccle, Bierset and Mont Rigi in the Hautes-Fagnes. On December 20, while the entire Belgium was covered by a thick blanket of snow, warmer air invaded the country on December 21. This air was quickly replaced by polar air in Lower and Central Belgium (including Bierset). Heavy snowfalls were observed on December 22 and 23, except in the Upper Ardennes where rainfalls occurred under positive temperature which then dropped to -5°C. This event was due to a strong thermal inversion in the lower layers with warm air at 850 hPa above the Ardennes only. This paper aims to explain this atypical extreme event using the regional climate model MAR developed at the University of Liège [less ▲]

Since the creation of the Calvi oceanographic station (STARESO) in the early 1970s, a great deal of data has been acquired by ULg researchers. In 2005 it was decided to create the RACE database in order not only to preserve the old and current measures but also to promote their dissemination and exploitation. In this article, particular attention is paid to the acquisition and exploitation of the meteorological data of the RACE database and also the CalviOnLine database updated every 20 minutes by the on line reception of the new climatological data from a meteorological station located close to the oceanographic station. This research is part of the preparation of a lunar mission. Its objective is to implement, test and validate an automated method that detects craters on the lunar surface from planetary products (images and DTM). In this context, the automation of the process is essential because the craters represent a landing risk and landmarks for visual navigation. It is also the key challenge because it is difficult to develop high level automatic processing comparable to the thinking carried out in a traditional visual interpretation. Our method automatically establishes a semantic diagnosis based on the combination of crater descriptors computed on the planetary products used. Finally, this application is part of a decision support tool and an assessment system of landing and mission survival risks. It also aims to feed a landmarks database for automatic visual navigation of a lunar landing spacecraft. [less ▲]

Precipitation is the main variable of the water cycle and the water resources availability. Despite numerous available methods, precipitation measurements are still insufficient to quantify with certainty ongoing changes and to provide data for numerical models validation. Roebeling & Holleman (2009) presented the Cloud Physical Properties algorithm using data from the SEVIRI instrument on board Meteosat Second Generation. The goal of present study is to extend previous validations and verify the algorithm performances throughout yearly and daily cycles in order to identify possible use and applications. A seven-years data set of parallax-shift corrected clouds and precipitation data over Western Europe have therefore been processed using CPP algorithm. Results are encouraging for both precipitation areas delimitation and rain rates assessment. However, rain rates estimation are strongly affected by sun zenith angle with increasing overestimation for sza above 60°. Systematic errors also affect the retrieval of cloud properties for very thick clouds with an overestimation of extreme precipitation events. [less ▲]

A method of grain-size distribution data interpretation was proposed by Passega (1957; 1964) to differentiate the deposits of various modes of fluvial and marine transport (uniform suspension, graded suspension, rolling). This method consists of using two characteristic percentiles (D99 and D50) of a grain-size distribution sediment curve, that are applied to a chart with a double logarithmic scale. The position of the point is compared with a model (CM diagram) determined on the basis of samples collected from deposits for which the conditions of establishment are known. Several studies have also shown that this method allows sedimentary bedforms to be differentiated based on the grain-size characteristics of the sediments that have been deposited, thus permitting the conditions of sedimentation and the transport of old alluvium to be retrospectively determined. However, a number of parameters specific to each water course influence the characteristics of the CM diagram and there is not one universal diagram that may be transposed to all fluvial environments (Bravard and Peiry, 1999). This article presents tens of CM diagrams of Ardennian rivers, obtained on the basis of samples taken from deposits that were laid down in known hydrodynamic conditions and for which the mode of implementation can be reconstituted. The purpose of this article is therefore to provide a reliable tool to provide solid interpretations of the conditions of sedimentation of ancient fluvial deposits of the Ardennian rivers and, more generally, of gravel bed rivers (Eifel, Vosges, Morvan, etc.) in low mountain areas (ω = 15 to 150 W/m²). This paper is dedicated to the identification of the constraints and factors enabling the computation of an effective geographic profile, with the specificity of focusing only on the elements that could be available during an investigation. It aimed at filling the gap between the inductive demarche of environmental criminology and the deductive, operational procedure followed by geographic profilers. It reviews successively the relationship between the premeditation, the seriousness of the facts, the nature of the offences and the spatio-temporal pattern of the crimes with the criteria required to build effective likelihood surfaces in geographic profiling. A decision tree is provided as a tool for evaluating the risks of an ineffective geographic profile with regard to the non-respect of the different conditions. [less ▲]

Des relevés altimétriques géoréférencés ont été appliqués à des contacts cailloutis/substratum de lambeaux de la terrasse principale T4 de la Meuse entre Namur et Liège, à Seilles/Andenne et à Wanze/Huy. Il en résulte que la pente longitudinale du tronçon étudié est identique à celle de la plaine alluviale actuelle, tandis que des travaux antérieurs basés sur l’interprétation de cartes topographiques y voient une contre-pente et impliquent donc inutilement une déformation tectonique pendant le Quaternaire dans le secteur étudié.
