This paper proposes a case study on Belgium in which externalities and external costs of inland freight transport modes in Belgium are compared for the year 2012. The well-known Life Cycle Assessment methodology is used to identify the updated specific Belgian externalities related to three categories of negative impacts: climate change, photochemical ozone formation and particulate matter formation. The obtained values of externalities are then compared to the related external cost values. The objective is to determine if these two tools can be used interchangeably. We find that road transport has the maximum impact for every environmental impact indicator, with rail freight transport presenting the minimum one. We identify that each category of negative impact on the environment does not represent the same percentage of global externalities and external costs. In the analysis of the environmental impact per mode, it is observed that, when external costs are considered instead of externalities, the impact of road transport is slightly increased compared to both impacts of rail and inland waterways. Using externalities and average external costs interchangeably for estimating the impact of specific transport categories on the environment may thus lead to different results and different related policies. Within a wide view to stimulate intermodal transport, this paper is devoted to the examination of the intrinsically related problems of designing freight carrying services and determining their associated prices as observed by the shipper firms. A path-based multicommodity formulation is developed for a medium-term planning horizon, from the perspective of an intermodal operator. In the quest of incorporating nonprice attributes, two approaches are proposed to depict a realistic assessment of the service quality. First, frequency delay constraints are added to the upper level problem. Second, based on a random utility model, behavioural concepts are integrated in the expression of the lower level as a logistics costs minimization problem. Exact tests are invoked on real-world instances, demonstrating the capability of the presented approaches of reaching reasonable results within acceptable computation times and optimality gaps. The broader level-of-service perspective imposes additional costs on the service providers, although to a lesser extent on long-distance freight corridors, as indicated by the computed market share and net profit. Further experiments are conducted to test the impact of certain transport management instruments (e.g. subsidies and service capacities) on the modal split, as well as to assess the intermodality's future based on a scenario analysis methodology. This paper considers the three-dimensional Multiple Bin Size Bin Packing Problem which consists in packing a set of cuboid boxes into containers of various shapes with minimising unused space. The problem is extended to air cargo where bins are Unit Load Devices, especially designed for fitting in aircraft. We developed a fast constructive heuristic able to manage the different constraints met in transportation. The heuristic is split into two distinct phases. The first phase deals with the packing of boxes into identical bins using an extension of the Extreme Points. During this phase, the fragility, stability and orientations of the boxes are taken into account as well as the special shape of the bins and their weight capacity. The second phase takes into account the multiple types of available bins. If necessary, the best found loading pattern is finally enhanced with respect to weight distribution in a post processing. After parametrisation, computational experiments have been performed on data sets especially designed for this application. The heuristic requires really short computational times to achieve promising results. [less ▲]

Reducing environmental nuisances, related regulations and the pursuit of economic advantages are the main reasons why companies share their returnable transport items (RTIs) among the different partners of a closed-loop supply chain. However RTIs have a finite lifetime, which means that they can be used only a limited number of times. Moreover, the company has to dispose of these items and one interesting way to proceed is to resell them, hence the resale aspect which is strongly linked to the durability feature. Finally, the loss of RTIs is a frequent problem faced by companies. Both durability and losses generate the need to purchase more RTIs. [less ▲]

From the perspective of stimulating intermodal transport as an ecological and economically promising freight transport scheme in the EU, this paper is devoted to assess its future position with respect to crucial and plausible operational factors that were selected a priori. The study is conducted in the context of a best-case scenario development, within a rational and optimal decision making framework. We address this goal by designing a realistic medium-term network design and pricing model, from the economic perspective of a typical intermodal operator, fitted to the sequential mathematical structure of bilevel programming. Based on real-life sized data, in and through Belgium, the results underline the costly position of rail transport and a clear correlation between the competitiveness of intermodal transport on one side, and the market size and the trucking competition's price on the other. It is additionally suggested that intermodal transport can benefit from small rail subsidies in the early market covering stages. [less ▲]

The aim of this paper is to consider the topic of pricing decisions in the context of intermodal transport as a subject of significant influence on intermodality’s success and the move towards environment friendly modes to bring about a European sustainable transport system. We review the state of research in intermodal pricing from an Operational Research (OR) perspective as a subject with a vital link to energy consumption and sustainability assessment. In particular, we study freight transport within a revenue-maximizing perspective. Driven by the political incentives to enhance its challenged market position, we direct our discussion to the particular gap in optimization approaches that tackle service prices as explicit tactical decisions from the carriers’ point of view. A suggestion to utilize the bilevel programming framework in the present context is put forward, as well as an account of its widely successful application to similar hierarchical decision schemes. Different approaches to express the shippers’ behaviour—the potential intermodal transport customers—within the lower level problem are proposed, along with the modelling implications of different possible objectives as well as the multimodal network structures. This article is about seeking a good feasible solution in a reasonable amount of computation time to the three-dimensional Multiple Bin Size Bin Packing Problem (MBSBPP). The MBSBPP studied considers additional constraints encountered in real world air transportation situations, such as cargo stability and the particular shape of containers. This MBSBPP has already been formulated as a Mixed Integer linear Programming problem, but as yet only poor results have been achieved for even fairly small problem sizes. The goal of the work this paper describes is to develop heuristics that are able to quickly provide good initial feasible solutions for the MBSBPP. Three methodologies are considered, which are based on the decomposition of the original problem into easier subproblems: the matheuristics Relax-and-Fix, Insert-and-Fix and Fractional Relax-and-Fix. They have been parametrised on real data sets and then compared to each other. In particular, two of these techniques show promising results in reasonable computational times. [less ▲]

The application of its techniques to freight transport and supply chain management raises challenges due to the structural complexity, the conflicting objectives of the various stakeholders, the foreseeable variations as well as the uncertainties inherent to studied cases. This article focuses on a collection of problems related to maritime, land and air transport that illustrate the three levels of decision-making: strategic, tactical and operational. The inherent characteristics of certain types of problems, their size or their complexity have given rise to the development of new heuristics. However, further developments are still needed. Research and studies have to be carried out to obtain good solutions for the new challenges arising from transport and logistics. [less ▲]

Emerging megacities are still abounded with traditional distribution channels. These retail formats need to be visited and supplied very frequently, which turns to be costly and time consuming. In this paper, we address an optimization problem for supplying nanostores (or high frequency stores), while combining districting problem and an altered traveling salesman problem. We present a reallife case study where a company tries to build an effective strategy to cover and supply its nanostores’ network. The problem of concern is modeled as an assignment problem, combined with side constraints regarding disruption of pre-assignments and profit potential balance. The results show that the objective function gives better solution when it’s a combination of both profit and workload balance. [less ▲]

Road remains the most used mode in Europe. Even if it is appreciated for its responsiveness, flexibility, and quickness, road transport is however responsible for negative impacts on its environment like air pollution or climate change. Intermodal freight transport i.e. the transportation of goods using two or more modes of transport, in the same loading unit, without handling of the goods themselves is identified by the European Commission as an interesting solution for limiting the negative impacts of transport. In the classical conception of intermodal transport, pre- and post-haulage travels are supposed to be short, and to be performed by road transport, whereas the long-haul travel is done using rail or inland waterways (IWW). The objective of this study is to determine the impact on intermodal attractiveness of allowing other combinations of modes than the classical road-rail/IWW-road combination, during an intermodal travel. The goal is to determine the flow distribution of goods between direct transportation by road, rail or IWW, and any combination of these modes using intermodal transport. The novelty consists in taking into account three modes of transport in a mixed integer programming model, and to allow the transfer from any mode to any other at intermodal terminals where these modes coexist. For testing the hypothesis of intermodal transport attractiveness on medium to long distance, the model is applied to experimental data at the European level. [less ▲]

Today, more than 50% of the world's population lives in cities; the urban population is projected to reach 85% by 2100. Mainly due to urbanization and e-commerce, the demand for urban freight transport (both forward flows and reverse flows) is clearly growing. But, transport is also responsible for a large share of urban air pollution as well as noise nuisance. Thus, an integrated logistics system to optimize transport network and service design, as well as vehicles routing of a variety of modes has to be developed. The objective is to determine how to efficiently move freight by means of these services and vehicles, while reducing negative environmental impacts. The topic includes research questions related to the demand to be serviced, the type and number of facilities needed to store and consolidate freight, the better utilization of vehicle capacity (fill rate and fewer empty trips: on average, 25% of goods vehicles in Europe run empty) and the reduction of energy consumption.
